The Synod (national convention) of the ELCIR, as per the ELCIR Standing Orders, is comprised of 24 empowered lay representatives: 5 from the West Ingrian Deanery, 6 from the Karelian Deanery, 1 from the Moscow Deanery, 1 from the Volga Deanery, 7 from the St. Petersburg Deanery, 1 from the Siberian Deanery, 3 from the Uralic Deanery. Also, the Synod is comprised of 9 pastors and deacons. Each Synod member has a personal deputy.
The Synod of October 9, 2020 was attended by 21 lay representatives and 6 clerical representatives.
